Vietnam’s Vingroup has signed a Vingroup Telangana MoU with the Government of Telangana to invest
$3 billion in developing a multi-sector ecosystem aimed at accelerating the state’s long-term growth vision . The agreement, formalised at the Telangana Rising Global Summit in Hyderabad on December 9, 2025, marks one of the largest commitments by a Vietnamese corporation in India.
The investment will span smart urban development, electric mobility, healthcare, education, tourism, renewable energy, and charging infrastructure across roughly 2,500 hectares. According to the MoU, Vingroup and Telangana will collaborate to identify strategic project locations, streamline approvals, and coordinate master planning to ensure timely execution. At the core of the plan is the development of the Vinhomes Smart City, a 1,080-hectare futuristic urban township for nearly 200,000 residents, projected to create around 10,000 jobs.
The Group will also introduce India’s first large-scale electric taxi fleet using VinFast vehicles, laying the groundwork for a comprehensive EV ecosystem in the state. Other proposals include a 500 MW solar farm, an integrated tourism complex, and social infrastructure such as Vinmec hospitals, Vinschool campuses, and the V-Green charging network. Telangana Chief Minister A. Revanth Reddy described the USD 3 billion
investment as a major endorsement of the state’s commitment to sustainable urban growth
and green mobility.
Telangana will facilitate land acquisition, connectivity infrastructure, and administrative
support to accelerate implementation. Vingroup executives emphasied that the Vingroup
Telangana MoU represents a long-term partnership to bring advanced infrastructure and clean
mobility solutions to India.
The collaboration is expected to strengthen India-Vietnam economic ties, open new industrial
opportunities in Telangana, and enhance the presence of Vietnamese enterprises in global
markets.
