Cindy Rodriguez Singh, a Dallas-born U.S. citizen, has been arrested in India after nearly three years on the run. She was wanted for the alleged murder of her six-year-old son, Noel Rodriguez-Alvarez, who disappeared in October 2022. Singh fled to India in March 2023 with six of her children, leaving Noel behind.

She had misled authorities by claiming her son was living with his biological father in Mexico. The FBI added her to its “Ten Most Wanted Fugitives” list in July 2025, with a $250,000 reward for information leading to her arrest. Investigators later obtained a Red Notice through Interpol and coordinated with Indian law enforcement to locate and apprehend her. She has now been extradited to the U.S. and is in custody in Texas, facing capital murder and unlawful flight charges.

The case highlights the successful collaboration between the FBI, Indian authorities, and Interpol in bringing a high-profile fugitive to justice. FBI Director Kash Patel praised the effort, stating it shows that “justice has no borders.”

Witnesses had described Noel as malnourished and neglected before his disappearance. Although his body has not been found, authorities allege Singh viewed the child as “possessed” and feared he would harm her newborn twins. Her arrest brings a dramatic close to a long and disturbing investigation.
