Saudi Arabia has announced sweeping changes to rental regulations in Riyadh, instituting a five-year freeze on rent increases for residential and commercial properties. The decree, directed by Crown Prince Mohammed bin Salman, aims to stem surging property costs and bring stability to the rental market.
Under the new rules, rents for vacant properties will be capped at their most recently registered values, and lease contracts must be officially recorded to ensure transparency. Landlords who violate the freeze may be fined up to a year’s rent, and whistleblowers reporting infractions may receive a share of the penalties.
For the sizeable Indian expatriate community in Saudi Arabia, these changes carry direct implications. Many Indians lease both homes and commercial spaces, especially in the retail sector, and the freeze impacts rental costs, lease negotiations, and long-term planning. The real estate policy shift underscores Riyadh’s broader efforts to balance growth, affordability, and regulatory oversight as part of its Vision 2030 economic transformation.
